At least 19 Ministries, Departments, and Agencies (MDAs) have been registered on the Enterprise Content Management System (ECMS) digital platform as part of continuous public sector modernization efforts.
The 19 MDAs include: State House; Office of the Head of Service of the Civil Service of the Federation; Federal Ministries of Finance and Economy; Budget Office of the Federation; Transport; Marine and Blue Economy; Education; Solid Minerals Development; Communication, Innovation, and Digital Economy; Steel Development; Foreign Affairs; Works; Housing and Urban Development; Justice; Health and Social Development; Environment; Water Resources and Sanitation; Interior; and Humanitarian Affairs and Poverty Reduction.
During the unveiling of the 1Gov Enterprise Content Management System (ECMS) at the Federal Ministry of Humanitarian Affairs and Poverty Reduction, the Head of Civil Service of the Federation, Mrs. Didi Walson-Jack, voiced her satisfaction with the Ministry's commitment to aiding the most vulnerable citizens in Nigeria.
Although praising the Ministry for showing commitment to reform, responsibility, and services focused on the public, she mentioned that the choice to adopt a genuinely modern, paper-free approach continues to be an achievement worth acknowledging.
Your dedication to digital platforms such as this one shows both foresight and bravery. Moving to the 1Gov ECMS system is a game-changer. This goes beyond digitization; it represents a core shift in how the Ministry functions. Processes will now be automated, dependence on paper will decrease, and real-time teamwork across departments will become feasible. What you have accomplished proves that with a strong vision and shared goals, digital transformation is not only feasible but also attainable.
Only eight days ago, the Office of the Head of the Civil Service of the Federation smoothly transitioned to the 1Gov Cloud provided by Galaxy Backbone Limited. I am very pleased to witness the Federal Ministry of Humanitarian Affairs and Poverty Reduction becoming part of this initiative. This demonstrates that our shared digital transformation is making significant progress throughout the Public Service.
By going live today, the Ministry is also achieving a key objective, showing that it can fulfill the Federal Government's goal of complete digitization. The 31 December 2025 deadline for ECMS implementation across Ministries and Extra-Ministerial Departments is challenging, but you are turning it into reality.
Mrs. Walson-Jack also praised Galaxy Backbone Limited, the creators and managers of the 1Gov Cloud, for their expertise and adherence to the Nigeria First initiative, by developing and hosting this platform within the country, thus enhancing the nation's data independence and offering common infrastructure for the entire Public Service.
In this regard, she called on the media to educate Nigerians that "moving ahead, the 19 ministries currently using an Enterprise Content Management System will no longer accept paper communications."
In his speech, Dr. Bernard Doro, the Minister of Humanitarian Affairs and Poverty Reduction, noted that implementing the Enterprise Content Management System within the Ministry will enhance efficiency and also benefit the environment by preserving trees and minimizing deforestation.
One of our major efforts is to support the environment, and this system has enabled us to make further progress toward this objective. The event today represents a major advancement in our Ministry's continuous dedication to innovation, openness, and high standards in providing humanitarian and poverty alleviation services to Nigerians throughout all regions.
The efforts of this Ministry are distinctive and have a profound effect. We manage essential actions that influence the lives of millions—ranging from social protection schemes and emergency response to opportunities for livelihood development and programs aimed at reducing poverty. This broad responsibility demands effective systems that maintain data accuracy, collaboration, and responsibility at all stages of execution.
The implementation of the Enterprise Content Management System is more than just a technological enhancement; it serves as a strategic reform instrument aimed at enhancing our management of data, documents, and institutional knowledge. This system will allow us to collect, structure, and share critical information securely throughout all departments, thus boosting decision-making, workflow efficiency, and service provision.
In tangible terms, the ECMS will minimize administrative delays and documentation, allow for real-time monitoring of programs and communications, improve cooperation between departments, reinforce institutional knowledge and consistency, and encourage openness and responsibility in managing initiatives.
This breakthrough is fully in line with the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR—especially the government's goal to digitalize administrative procedures, cut down on inefficiencies, and enhance the responsiveness of public institutions to the needs of citizens.
It also aligns with the objectives of the National Digital Economy Policy and Strategy 2020–2030 and the e-Government Master Plan, which promote technology-based delivery of public services and sustainable digital transformation throughout all ministries, departments, and agencies.
Nevertheless, he highlighted that "technology by itself does not ensure success. The real benefit comes from how we apply it. Hence, I urge all officers and departments to fully accept this innovation. Let us implement the ECMS not just as a formal obligation, but as an effective means to enhance the well-being of the people we assist."
And to Galaxy, I hope you will safeguard this system thoroughly. That is crucial, as one issue we might easily face with this kind of technology—and I remember my time in the United Kingdom, where the entire system once crashed and we had forgotten how to work with paper—it was challenging to conduct patient consultations. The whole system went down, and we had to find ways to keep services running. I hope we can ensure a dependable backup to prevent data loss.
The Department of Humanitarian Affairs and Poverty Alleviation will keep promoting projects that update our processes, improve effectiveness, and boost cooperation with partners and interested parties. Our objective stays firm: to make sure that each action we take offers hope, respect, and chances to those who need it the most.
