Sri Lanka, November 19 -- The "Aqua Planet - Sri Lanka, International Expo - 2025" is set to take place from the 21st to the 23rd at the "Lotus Tower." This event aims to showcase Sri Lanka's aquatic resources and emphasize key areas such as sustainability, innovation, trade, education, and the Blue Economy (Ocean Economy) through fisheries, aquaculture, suppliers, exporters, and ornamental fish breeders. Additionally, workshops will be organized featuring expert panel discussions on topics like marine conservation, sustainable technology exhibitions, business matching sessions, and circular economy approaches in seafood processing. As a result, the Cabinet of Ministers has approved the proposal submitted by the Minister of Fisheries, Aquatic Resources, and Ocean Development to hold the planned exhibition "Aqua Planet - Sri Lanka, International Expo - 2025."
Introduction of fresh project suggestions within the healthcare field to ensure the well-being of the population
Most Health Service initiatives were temporarily halted as a result of the economic downturn caused by the COVID-19 pandemic, between 2021 and 2024. Hence, there is now a need to start new projects, including resuming those that had been previously paused. As per Budget 2026, the Public Investment Committee has chosen several new Projects within the Health sector to be included in the Public Investment Programme. Consequently, the Cabinet of the Minister of Health and Mass Media will implement the following 9 Projects, which are funded by the 2026 Budget. * National Oral Health Survey - 2025-2026 * Expansion of the current four-storey structure at the Kurunegala Teaching Hospital to create a new Operating Theatre, Endoscopy Unit, and Cardiothoracic Preoperative Ward * Construction of a five-storey building for the Maternity Care Unit with Surgical and Radiological facilities at the Matale District Hospital * Construction of a five-storey building featuring an Outpatient Department and Specialized Units for the Maharagama Oral Health Services Institute * Construction of a five-storey building for the Institute of Forensic Medicine and Toxicology (for the Colombo Forensic Medicine Unit) * Construction of Phase I and Phase II of the building complex for Accident and Emergency Treatment and associated services at the Anuradhapura Teaching Hospital * Construction of official residences for specialist Doctors and Medical Officers at the Anuradhapura Teaching Hospital * Expansion of the Radiology Unit at the Batticaloa Teaching Hospital * Construction of the National Heart Center at the National Hospital of Sri Lanka.
Under the 2025 Green Gram Crop Productivity and Production Improvement Program, which follows the guidelines set by the Ministry of Agriculture, Livestock, Land, and Irrigation, green gram has been planted over approximately 16,500 hectares during the 2025 Yala and intermediate seasons. As a result, a yield of around 14,600 metric tons of green gram is expected, with roughly 12,000 metric tons projected to reach the local market directly. At present, green gram harvesting has begun in the Hambantota district, and it has been reported that middlemen are purchasing the harvest at a low rate of Rs. 450 per kg. In response, the Cabinet of Ministers approved the suggestion made by the Minister of Agriculture, Livestock, Land, and Irrigation to ensure the necessary measures are taken to purchase the green gram harvest competitively with the private sector by further expanding the aforementioned program.
Building a seven-floor residential structure in Kandy for Sri Lanka Railways
Out of the five (5) bids received, the High Level Standing Procurement Committee has suggested granting the mentioned contract to Maga Engineering (Pvt) Ltd for an amount of Rs. 1.53 billion (excluding VAT) following the assessment of the financial bids associated with these proposals. As a result, the Cabinet of Ministers gave its approval to the suggestion made by the Minister of Transport, Highways, and Urban Development to award the aforementioned contract.

The Road Development Authority has been tasked with building an additional 23 bridges. The establishment of the Ranminithanne National Telecine Garden via private funding
The Council of Ministers gave its approval to a suggestion put forward by the Minister in charge of Buddhism, Religion, and Cultural Affairs. The suggestion involves issuing a call for expressions of interest through a competitive and transparent procurement process, targeting investors interested in this area. It also aims to establish a private investment under the DBFOM model, which will be responsible for planning, constructing, financing, executing, and maintaining the Ranminithanne National Telecine Garden over a period of 30 years.

Submission of State Loan Management Directive No. 02 of 2025 for Parliament's approval
According to the provisions outlined in Section 16 of the State Loan Management Act No. 33 of 2024, the responsibility for issuing government loan securities has been delegated to the State Loan Management Office. The State Loan Management Order No. 02 of 2025 grants this authority to the State Loan Management Office. Consequently, the Cabinet of Ministers approved the Resolution presented by the President, who serves as the Minister of Finance, Planning and Economic Development, to forward these Orders to Parliament for its approval.
Submission of Request under Section 66 of the Shop and Office Employees (Service and Wages Regularisation) Act (Authority 129) to Parliament
The Cabinet of Ministers approved the amendment at their meeting on 03.07.2025 to Order No. 3 under the Shop and Office Employees Act No. 19 of 1954 (Service and Wages Regularisation) Act. As a result, it is anticipated that legal changes will be introduced to allow female employees over the age of 18, who work in residential hotels and restaurants as waitresses serving food, to perform their duties after 6:00 p.m. and before 6:00 a.m., as outlined in the proposed amendment. Hence, the Cabinet of Ministers approved the Resolution provided by the Minister of Labour to present the revised Order, prepared by the Minister under Section 66 of the Shop and Office Employees (Service and Wages Regularisation) Act, to Parliament for its approval, followed by publication in the government gazette notification.
